SUMMARY: Performs senior-level managerial and administrative duties. Manages, directs, and oversees the personnel, policies, and procedures within the Valuations Department.

SKILLS AND QUALIFICATIONS:

  • Years of experience: Must have at least ten (10) years of experience in mass appraisal of real property and/or tangible personal property and at least seven (7) years of experience in a management-level position.
  • Education: A bachelor’s degree from an accredited college or university with major coursework in business administration, real estate, or a related field is required.
    • Substitution: A master’s degree in business or public administration or a related field may substitute for three (3) years of relevant management-level experience.
  • Certificates, licenses, and registrations: A commercial real estate designation, such as the MAI from the Appraisal Institute or the CAE Designation from the International Association of Assessing Officers, is required. A State-Certified General Real Estate Appraiser license is preferred.
  • Must obtain a Certified Florida Evaluator (CFE) designation from the Florida Department of Revenue within two (2) years of employment. Enrollment in classes required to obtain CFE designation is contingent upon class availability and departmental needs.
  • Computer skills required : Database Software (Access); Internet Software; Spreadsheet Software (Excel); Contract Management Systems; Project Management Software; Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint).
  • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
  • Must demonstrate excellent verbal and written communication and interpersonal skills.
  • Additional Skills required: Must have the ability to work independently, demonstrate initiative, and exercise sound judgment.
  • Must possess strong critical, analytical, and problem-solving skills.
  • Language Skills: Bilingual in English and Spanish preferred.

DUTIES AND RESPONSIBILITIES: The essential duties of the Deputy Property Appraiser include, but are not limited to the following:

  • Directs and supervises the Valuations department, which includes Commercial, Residential, and Tangible Personal Property.
  • Develop appraisal standards and practices for the Valuations department, which includes Commercial, Residential, and Tangible Personal Property.
  • Review and oversee the assessment and classification of real and personal property ensuring accuracy and compliance with all applicable Florida Statutes, Administrative Code Rules, and appraisal standards.
  • Oversee the calibration of mass appraisal models in compliance with Florida Department of Revenue requirements.
  • Ensure compliance with Florida Department of Revenue tax roll approval deadlines and requirements.
  • Supervise the establishment of personal property tables and performance of personal property market studies, as necessary.
  • Assist staff in all aspects of the assessment of complex real and personal properties.
  • Conducts training on appraisal methodology and other topics, as necessary.
  • Work closely with the General Counsel & Chief Deputy Property Appraiser and outside legal counsel in connection with administrative, circuit court, and appellate proceedings.
  • Represent OCPA at Value Adjustment Board hearings and circuit court proceedings, including mediations, depositions, and trials, as necessary.
  • Assist in implementing legislative changes that are pertinent to the operation of the Valuations Department.
  • Acts as liaison with the Florida Department of Revenue and other government agencies as directed by the Property Appraiser or her designee.
  • Discuss property assessments with owners, professionals, and other governmental agencies, as necessary.
  • Assist OCPA Operations in developing, presenting, and defending annual budget requirements for the Valuations Department.
  • Complete performance evaluations on immediate subordinate staff and oversee the performance evaluations conducted by Directors, Managers, and Supervisors within the Valuations Department.
  • Coordinates and participates in damage assessments after local disasters such as hurricanes or tornadoes. Contingencies such as these may require after-hours or weekend duty.
  • Perform other duties and special projects assigned. Duties, responsibilities, and activities may change at any time with or without notice.

SUPERVISORY RESPONSIBILITIES: This position is responsible for a functional area. This position has Director and Manager-level direct reports.

SALARY: Starting at $152,440
